Allow mass Archiving / mass Deletion

Changes requested - new functionality / feature request:

1. Add checkbox next to election title - select / deselect all (current page - what we see on screen
2. Add checkboxes to all elections
3. Implement Right Click functionality to allow mass “Archive" or “Delete” (Add support for deleting an election (stronger version of archive) #441)

I moved this to 3.0 since very will have enough elections to manage a feature like this

But for 1.0 I bet we can add a debug feature that can be enabled with feature flags. When enabled an archive button can be added next to each election in the "My elections" view
