Other Fuels utility: add fuel type (propane, Diesel, etc.) and allow volumetric units. need @koay9f comment on whether/how to implement this.

Related to #189 unit options, #211 total energy calculation #237 facility energy use

1 - physical unit also needs to be done with natural gas
2 - this is not something yet done in MEASUR, but probably needs to be thought about more. Can we pause it here and I'll bring it up with the MEASUR team ASAP?

@koay9f thanks for the comment! yes, more thoughts need to be given on the implementation and how to sync with MEASUR. I added an "on-hold" label to revisit when we have a plan on this.

The team feel that adding physical units for "other fuels" may have large implications and out of the scope, except the physical unit with natural gas, which is of low priority, moving this to icebox.
