GitHub Bot/App for syncing assignment between TCR and GitHub Issues

Issue Description

Develop a feature and GitHub App for RDS to manage task assignment statuses to the assignees in GitHub Issues section.
It Represents on GitHub website which tasks are assigned and which are available to be picked up.
After TCR (Task Completion Request) approval:

1. GitHub Bot/App is auto assigned on GitHub, to the related issue of the approved TCR.
2. GitHub Bot/App adds a comment with a link to the TCR under the issue.

Expected Behavior

As soon as a TCR is assigned to a contributor, a github app should be assigned to the reference issue in GitHub and add the link to TCR creating an interlink.

Current Behavior

No updation on issue if TCR is assigned to anyone.
