[TECH DEBT] Switch to Rocky Linux 9 containers for packaging instead of CentOS Stream 9 #66624

  • CentOS Stream 8 and 9 are no longer used throughout CI/CD testing in the Salt repo, having been replaced with Rocky Linux 8 and 9
  • We are still using a CentOS Stream 9 container for building packages targeting RHEL RPM-based types of distros
  • To be unified in our testing and packaging strategy, we should replace CentOS Stream 9 packaging with Rocky Linux 9
  • Will require needing a container available via publishing strategy in https://github.com/saltstack/salt-ci-containers to the ghcr registry
