- More granular detail like time and if whole ruleset was disabled - Amend the config to check for TLS 1.2 or above

In relation to #13829 and prep for the pending fetch test, I am updating the check rules code to have proper comments that differentiate if a ruleset was totally turned off or just had targets disabled
Also updated the disabled the check rules config to look for >=TLS1.2
