rust: ensure rust can be disabled when using non-default channel #1175

`languages.rust.enable` previously had no effect if `channel` was set to anything but `nixpkgs`.

Previously, if
channelwas set to anything butnixpkgs, the rust toolchain would get added to the shell regardless of the value oflanguages.rust.enable.Also deduped the logic that figures out which fenix channel to use.
