TOC - Open on map initialization options does not work as expected

Description

By enabling the option and saving the map, the toc does not remain open the first time.

@ElenaGallo @dsuren1 I don't think the behavior in the video above is the real issue. Looking at my personal map context here, it seems it is working only when you open the map from home and the TOC was open the last time you have closed the session on that map: if you, for example, close the TOC, then close the map and finally you reopen the map, it doesn't work. That's what I've seen.

The plugins is sometimes not ready (context hasn't finished loading plugin yet) when map config is loaded to update TOC state which in turn results in TOC panel to remain closed. But sometimes the plugins is ready resulting in two different behavior when loading context
